Study on predictors of tenant evictions for rent arrears and profiles of high risk households for eviction

Wat zijn voorspellers en risicofactoren bij huisuitzetting wegens huurschuld en wat zijn effectieve interventies voor de preventie van huisuitzetting? Dat is de centrale vraag van het onderzoeksproject dat GG&GD Utrecht en UMC St. Radboud gezamenlijk uitvoeren in Amsterdam, Leiden, Nijmegen, Rotterdam en Utrecht.

Deelnemers worden geworven onder mensen tegen wie een procedure bij de kantonrechter is gestart voor ontbinding van de huurovereenkomst en ontruiming van de woning. Ingezet wordt op ongeveer 750 respondenten. Bij deelnemers worden twee interviews afgenomen, één bij de start van de gerechtelijke procedure, een tweede een jaar later. Via gestandaardiseerde vragenlijsten wordt informatie verzameld over het algemeen functioneren, de kwaliteit van leven, sociale steun, de financiële situatie, psychisch en sociaal functioneren, ingrijpende levensgebeurtenissen, lichamelijke
klachten, middelengebruik, zorgbehoeften en zorggebruik.

Samenvatting van de aanvraag

In a multi-site, longitudinal study design, we will investigate the predictors of tenant evictions from Dutch social housing association dwellings. Logistic regression and latent class analyses will be performed to define a prediction model for eviction and establish profiles of tenants with high risk for eviction. Through social housing associations in four cities (Amsterdam, Utrecht, Nijmegen and Leiden), we will approach 1500 households with rent arrears which are already subject to court proceedings for rent contract termination and eviction. At the beginning of the eviction process (T0), 600 tenants will be interviewed, whose baseline data will later be used to identify predictors of eviction and to determine the characteristics of households at high risk of eviction (and of relevant subgroups, including households who will predictably utilise homeless services). Six months after the eviction order, a follow-up assessment will be made (T1) to ascertain whether (a) eviction actually occurred and (b) homeless services are being utilised by the evicted tenant. The T1 data will be obtained (with the respondents’ consent) from other sources – housing associations, municipal personal records databases, and client records in homeless services. The interviews will be conducted by trained interviewees. They will use standardised questionnaires to collect information on general functioning, quality of life, social support, financial situation, psychological and social functioning, critical life events, physical symptoms, substance use, met and unmet care needs, and service utilisation. We will use the study findings to create a ‘toolbox’ suitable for use in both practice and policy settings. Components of this ‘tenancy sustainment toolbox’ will be a conceptual model, risk profiles and predictors for eviction, and a risk and intervention assessment instrument to support early detection and intervention. A catalogue of effective tenancy sustainment interventions will also be created on the basis of a systematic international literature review. During the project, we will ensure the transfer and exchange of information about interim results through various channels and organisations. To facilitate the translation and implementation of the results into practice settings, we will organise work and training sessions and other gatherings. In turn these will help us develop the components of the toolbox. The project will begin in March 2010 and will be 3.5 years in duration. It will be conducted by the Netherlands Centre for Social Care Research (Omz) at Radboud University Nijmegen Medical Centre. The project will be embedded in the Academic Collaborative Centre for Public Mental Health in Major Cities and will have strong connections with the Academic Collaborative Centre for Shelters and Public Mental Health in the Omz.
