Development and implementation of a national policy for promoting healthy eating and physical activity for schools in Europe

Veel kinderen zijn of worden te zwaar. Zij zijn dus een belangrijke doelgroep bij de preventie van overgewicht. Het HEPS project wil het aantal kinderen met overgewicht in heel Europa verminderen. Scholen zijn een geschikte locatie om kinderen te bereiken. Daarom realiseert HEPS betere gezondheidsprogramma’s in alle 27 EU-landen. Dat gebeurt op basis van de gezonde school-methode. Voor HEPS zijn instrumenten gemaakt die de landen helpen bij de opzet en implementatie van gezondheidsprogramma’s. De kans dat die programma’s echt effect hebben neemt daardoor toe: kinderen gaan gezonder eten en meer bewegen. Ook wil HEPS helpen bij een efficiënte invoering en evaluatie van de programma’s. Verder is een HEPS trainingsaanbod gemaakt voor toekomstige gebruikers en evalueert HEPS in hoeverre de lidstaten de HEPS-doelen hebben bereikt.

Samenvatting van de aanvraag

In Europe close to one in four school children is overweight, with numbers rapidly increasing. An integrated approach is required to stop this trend. Schools can contribute to improve children’s health by promoting healthy eating and physical activity and by encouraging their participation and training their skills. The general objective of the HEPS project is to develop, implement and evaluate an effective national policy and sustainable practices on the prevention of overweight as a health promoting school approach in all member states. The main actions are to develop the HEPS schoolkit, consisting of national guidelines for preventing overweight in schools, an inventory tool, an advocacy brochure, teacher training services, implementation tool for schools and research on the level of implementation. The HEPS schoolkit will be used as an effective tool for a national policy on healthy eating and physical activity. In each member state the HEPS schoolkit will be introduced, including teacher training activities. At the end of the 3-year project the level of implementation of the HEPS schoolkit in each member state will be evaluated. The HEPS project builds on the knowledge in the Schools for Health network in Europe network (SHE network), the former European Network of Health Promoting Schools (ENHPS), since 1991. The HEPS project will create active links with the SHE network for communicating and disseminating the project outcomes. The health promoting school approach involves students in the process, develops their empowerment and participation. The approach ensures links between the school, school staff, parents and the community, using a broad and positive concept of health. The expected outcome is an evidence-based comprehensive school policy on promoting healthy eating and physical activity in each EU member state.
