Development monitor socially vulnerable people

Gemeenten zijn verantwoordelijk voor het helpen van kwetsbare groepen als gehandicapten of mensen met psychische problemen. Die verantwoordelijkheid is vastgelegd in de Wet maatschappelijke ondersteuning (Wmo). De Wmo regelt bijvoorbeeld voorzieningen. Om de Wmo goed te kunnen uitvoeren, hebben gemeenten betrouwbare en vergelijkbare gegevens over deze kwetsbare groepen nodig. Daarom wordt binnen dit project een landelijke Monitor Sociaal Kwetsbare Groepen ontwikkeld. De monitor bevat gegevens over onder meer de omvang en behoeften van kwetsbare groepen. De monitor komt tot stand in de Academische Werkplaats Publieke Gezondheid, waarin beleidsmakers, professionals en wetenschappers kennis uitwisselen. Eerst worden betrokken partijen uitgenodigd om onder meer de definities en doelgroepen te bepalen: wie zijn precies deze kwetsbare groepen? De gezamenlijke uitkomsten worden in een ‘proefmonitor’ verwerkt. Deze wordt vervolgens door vier tot vijf gemeenten gebruikt. Het project is een samenwerking van RIVM, Radboud Universiteit Nijmegen, GGD Nederland, GGZ Nederland, Federatie Opvang, Tranzo AWPG Brabant en GGD Gelre-IJssel.

Eindverslag

Gemeenten zijn verantwoordelijk voor het helpen van kwetsbare groepen, zoals daklozen of mensen met ernstige en/of langdurige psychische problemen. Die verantwoordelijkheid is vastgelegd in de Wet maatschappelijke ondersteuning (Wmo). Om de Wmo goed te kunnen uitvoeren, hebben gemeenten betrouwbare en vergelijkbare gegevens over deze kwetsbare groepen nodig. Daarom wordt binnen dit project een Monitor Sociaal Kwetsbare Groepen ontwikkeld die gemeenten ondersteunt bij de vorming van hun beleid. De monitor bevat onder andere gegevens over de omvang en problematiek van deze groepen. De behoefte aan zorg die hiermee gepaard gaat, wordt naast het zorgaanbod gezet. Aan de hand van bijeenkomsten en interviews met relevante partijen wordt bepaald hoe de monitor er precies uit moet zien. Dit wordt verwerkt in een pilot die door vier of vijf gemeenten uitgevoerd zal worden. Het project is een samenwerking van de AWPG Brabant (GGD Hart voor Brabant, West-Brabant, Brabant Zuidoost, Tranzo/Tilburg University, RIVM), Onderzoekscentrum Maatschappelijke Zorg (OMZ) van het UMC St. Radboud Universiteit Nijmegen, GGD Nederland, GGZ Nederland en Federatie Opvang.

Samenvatting van de aanvraag

The aim of our project is to develop a national standard for a monitor of socially vulnerable groups. It is widely recognised that we lack uniform and comparable data on the size, characteristics, nature and problems of 'socially vulnerable groups’ for both local and national policies. Moreover, data on the need for care of these groups, their questions, their use of care services and the reach of these groups is lacking. This hampers policy and care/intervention development, implementation and evaluation. In addition, it hinders a good connection between demand and supply in care. Therefore, the Academic Workplace Public Health (AW OGZ) of Tranzo / Tilburg University, the Academic Collaborative Centre for Shelters and Public Mental Health of the Netherlands Centre for Social Care Research (Omz, Radboud University Nijmegen), the National Association of Regional Public Health Services (GGD Nederland), the National Association of Mental Health Care (GGZ-Nederland), the National Institute for Public Health and the Environment (RIVM), and the Federation of Shelters (Federatie Opvang) jointly have taken the initiative to develop a national model for a standard monitor. National organisations such as the Health Care Inspectorate (IGZ), Association of Dutch Local Authorities (VNG), the Ministry of Health (VWS), the Social and Cultural Planning Office (SCP) and the National Institute of Mental Health and Addiction (Trimbos) will be asked to participate as members of the sounding board for this project. Definition issues and the application of different estimation methods are important bottlenecks. Therefore, in this proposal we will use temporarily the term "socially vulnerable groups" as a domain for the development monitor. Further delineation of the domain is part of this development project. The project consists of two subprojects. The first of these concerns the development of a draft standard monitor based on existing initiatives, literature review and research into the information needs of relevant parties. In the literature, existing definitions and framing of 'socially vulnerable groups' will be studied. It is important that both the broad and the narrower definition of ‘socially vulnerable groups’, and the various perspectives that exist to mark out this group (from the point of view of target characteristics from primary issues, care, policy perspective) will be analysed. In the literature we will also search for existing methods to design a standard monitor (e.g. local and national monitor of public health and European monitor initiatives). Importantly, the monitor should also allow local and topic-specific differentiation The information needs will be mapped through interviews with key figures (both directors and practitioners) of local authorities, Regional Public Health Services (GGD-en), Mental Health Services (GGZ-institutions) homeless and women’s shelters, and national institutions (policies and umbrella organisations). Therefore, it is important to get the "core" of need of information in the picture. This means that this is the information with which directors and local authorities actually think they are able to take action (implementation of policies, interventions, adaptation of assistance). Based on this information, the first phase of our project will result in a concept for a standard monitor of socially vulnerable groups. In the second subproject, this draft standard will be used within approximately 4-6 local authorities with a regional function (what are known as centrumgemeenten, these local authorities will have a regional function in both social care and addiction) in a pilot implementation. Implementation means that the monitor in these local authorities will ‘be filled '. Both the course and the final results of this pilot will be evaluated. As well as problems concerning the content of the monitor, process problems and bottlenecks will be examined. Finally, comparability and differences between local authorities will be studied. The result of the whole project is a proposal for a national standard (with manual) for a monitor of socially vulnerable groups, in which the socially vulnerable group is further defined and delineated. Individual modules for specific topics, target groups or care functions may be part of the standard design with which the monitor can meet to the need for local differentiation options. Moreover, it should also connect to local differences in (already developed) registrations of the various homeless and women’s shelters and other relevant bodies in the local authorities.
